Defendant-Appellant Pennsylvania Higher Education Assistance Agency ("PHEAA") appeals the Bankruptcy Appellate Panels ("BAP") order affirming the bankruptcy courts order granting partial discharge of Plaintiff-Appellee Rose Tirchs student loan debt.
